Under $30: try the set without a big spend

$30–$60: a gift or a first proper box

The Elite Trainer Box is the most complete package in this range: 9 packs, a promo, sleeves and storage. The Pokémon Center Elite Trainer Box costs $10 more for two extra packs and a second promo, which works out slightly cheaper per pack.
