A sub-$50 budget in graded Pokémon buys condition certainty rather than raw scarcity. At this level you are choosing between a common card in a high grade and a scarcer card in a mid grade, and for most collectors the high grade is the better first purchase because it resells faster.
Price at this tier is driven by three things in order: the character, the grade, and the population at that grade. A PSA 9 of a popular character usually outsells a PSA 10 of an unpopular one, even when the 10 is objectively rarer. If you plan to sell later, buy the character people search for.
